Read previewThe Biden administration this week pushed out a slate of rules it says are meant to boost competitiveness and put more money into workers' pockets. There are already challenges to at least one of the rules — but together they could land overtime pay for millions more workers, ban noncompetes that prevent workers from moving into jobs in similar industries, and help people get automatic refunds for delayed or canceled flights. More workers eligible for overtime payUnder the Department of Labor's new rule, many workers who make under $43,888 will be eligible for overtime pay effective July 1. A ban on noncompetes that keep workers from taking new jobsPerhaps the most sweeping action for workers came from the Federal Trade Commission, which finalized a rule to ban noncompetes in most cases. Will a ban on noncompetes, new overtime thresholds, or airline refunds affect your life?

Read previewA smart reader asked me to talk about an important element of career success — luck. The paper's conclusion — one I agree with — is that luck plays a much bigger role in success than most people think. But with the help of still more luck — and effort and, I think, some talent — I did manage, eventually, to build a life I wanted. AdvertisementBut we will all be doing ourselves — and our future careers — a big disservice if we imagine that success is all luck. Some of the hardest and most exhausting jobs in the world provide the fewest opportunities for advancement and success — at least financial success.

An attempt to reach Black Basta via its darkweb site was not immediately successful. Elliptic cofounder Tom Robinson said the massive haul made Black Basta "one of the most profitable ransomware strains of all time." "Conti was perhaps the most successful ransomware gang we've seen," Robinson said. The latest findings suggest "some of the individuals responsible are replicating its success with the Black Basta ransomware."

Police are still searching for the Lewiston shooter who killed 18 people on Wednesday. Photo: Ashley L. Conti for The Wall Street JournalThis week’s mass shooting in Lewiston, Maine has drawn new attention to a unique state law designed to prevent such tragedies. Maine’s measure, the only one in the nation known as a “yellow flag” law, was passed in 2019. It is a narrower version of “red flag” laws on the books in 21 states that allow authorities to temporarily seize guns from people who pose a danger to themselves or others.

LEWISTON, Maine—Carolyn Scott spent hours huddled in the basement of Christ Temple Church of God in Christ in nearby Auburn, with her pastor and a dozen other bible study participants, after someone’s phone rang with the news: a gunman was on the loose. It was shortly after 7 p.m. They sought safety with each other until midnight, praying for peace until they finally felt safe enough to try to quickly get out. She hasn’t left her home since, heeding a shelter-in-place order that is closing schools and businesses for a second consecutive day.

But at the regional level, the IG has yet to weigh in on the trading activities of Rosengren, Kaplan and current Atlanta Fed President Raphael Bostic. Both Rosengren and Kaplan have said they followed the Fed rules that governed trading at the time, and their disclosures were approved by Fed lawyers. Conti-Brown praised the central bank's new ethics regime as likely the best in government, which he said casts the IG's work in an even worse light. They have proposed legislation that would make the Fed IG position a presidential appointment requiring confirmation by the Senate, something Bialek has publicly opposed. During a hearing in the Senate in May, Bialek said the Fed had never interfered in his work.

Spanish farmer Miguel Moreno was an early adopter of so-called cover crops. Spain's drought-hit olive oil production slumped to 663,000 tonnes last year, less than half the average of 1.45 million tons recorded in the previous four harvests, according to the government. In January, it began subsidising farmers who use cover crops as part of the new Common Agricultural Policy (CAP). She said the company was pushed both by customers such as Walmart in the U.S. and by regulation to buy olive oil from producers using sustainable practices. New York CNN —CPAP sleep apnea machine maker Philips Respironics agreed to pay at least $479 million in a settlement over alleged health risks from toxic sound reducing foam, lawyers for the plaintiff announced Thursday. The settlement will go toward users who bought or rented the recalled devices and those who incurred out-of-pocket costs or had to reimburse users for those costs, the lawyers said. In 2021, Philips recalled about 10.8 million devices, saying the silicone-based foam they used to reduce sound and vibration can break down and can be breathed in by the user. Philips will pay awards to users for each recalled device, which range from $55.63 to $1,552.25. Philips set aside 575 million euros, or about $615 million, in the first quarter of 2023 to cover the estimated costs, the company said.

The Department of Labor proposed a new rule that would update who's eligible for overtime. Currently, workers making under about $36,000 can get extra pay for extra hours. One study found that some firms give out fake manager titles to try and avoid paying their workers overtime. That means a sizable chunk would be eligible for overtime pay under the new $1,059 weekly threshold. It's not the first time that a Democratic administration has targeted the overtime threshold.

Lewis Strauss oversaw J. Robert Oppenheimer as chairman of the Atomic Energy Commission. Strauss used Oppenheimer's communist sympathies to begin stripping his security clearances. However, Strauss was the first to take serious action about Oppenheimer's Communist accusations. The film reenacts another instance when Strauss feels Oppenheimer slighted him — as Oppenheimer and Albert Einstein, played by Tom Conti, speak by a pond after Strauss offers Oppenheimer a prestigious job at the Institute for Advanced Study. Strauss also began a separate security proceeding with the AEC over Oppenheimer's alleged Communist ties, which resulted in his security clearances being suspended.

The decision comes after the ICC said in January it would revive its investigation into possible “crimes against humanity” during Duterte’s tenure. More than 6,000 people have been killed in anti-drug operations since Duterte launched his controversial drug war soon after taking office in 2016, according to police data. Duterte’s administration and its successor under President Ferdinand Marcos Jr. have pushed back against the ICC’s probe into drug war killings in the country, denouncing the investigations as unjust. The Philippines was formerly a signatory to the ICC but Duterte canceled the country’s membership after the court began probing his drug war. Remulla accused the ICC of having a “political agenda” to resume the investigation, and is an interference to the freedom and sovereignty of the country.

In a ruling on July 18, the ICC appeals judges rejected an attempt by the Philippines to block an investigation into the bloody anti-narcotics campaign of former President Rodrigo Duterte. A majority of judges rejected all four points of Manila's appeal, including that the ICC has no jurisdiction in the Philippines and that authorities there were conducting their own investigation. "The ICC appeals judges' ruling marks the next step toward justice for victims of 'drug war' killings and their families," Bryony Lau, deputy Asia director at Human Rights Watch (HRW), said in a statement. The decision left some of the families of drug war victims in tears after they watched the court proceeding online. But appeals judges ruled prosecutors still had jurisdiction over the alleged crimes because they occurred when the Philippines was still an ICC member.

4, right in the middle of the pickleball hive, there was a man by himself who seemed to be in some distress. But really, he was a man who needed to use the bathroom. He was about to serve against a wall to himself when a young blond woman approached. He would have loved an opponent, sure, but what he really needed was somebody to hold the court while he ran to the men’s room. He knew that the moment he stepped away, some pickleballer would set up a net in his space.

May 10 (Reuters) - Private-credit firms are eyeing fresh opportunities from a potential borrowing squeeze in the United States as battered regional banks tighten lending after the turmoil in the sector, according to fund managers and investment strategists. Such lenders see commercial and residential real estate as particularly attractive, given the prominence of regional banks in these sectors. Regional U.S. banks accounted for about 70% of outstanding loans to the commercial real estate (CRE) sector alone, according to Capital Economics. "Signature was one of the biggest providers of real estate lending in the New York area, commercial real estate is very vulnerable ... as a lender you want to be on the other side of that," Handa said. Many private credit funds have plenty of excess funds, or "dry powder" to invest, said Matt Malone, head of investment management at private investment management firm Opto Investments.
WASHINGTON, May 5 (Reuters) - The FBI said on Friday it was coordinating with the city of Dallas, Texas, over a ransomware incident that disrupted several public services, closing courts and knocking emergency services websites offline this week. "The FBI is aware of the incident and coordinating with the city of Dallas. Courts were closed on Wednesday and Thursday, the city said in a series of statements posted online. Although the statements said emergency services to residents were unaffected, the home pages of the police and fire service were unavailable on Friday, and a police spokesperson said the city's computer-aided dispatch system had been hit. The ransomware operation behind the Dallas hack is called Royal, according to two security researchers familiar with the incident.
